Warden Message, November 14, 2008
This announcement is to inform U.S. Citizens that at approximately 1740hrs, on Friday, November 14, 2008, a blast occurred on the premises of the International Civilian Office (ICO) in the Dragodan/Arberia neighborhood of Pristina. Several vehicles were damaged, but no injuries have been reported. ICO is an EU-led organization with participation by U.S. and other international staff. We advise American citizens that tensions have risen recently in Kosovo over the related issues of the deployment of the European Rule of Law Mission (EULEX) in Kosovo and negotiations between the United Nations and the authorities in Belgrade and Pristina. The Embassy urges all U.S. citizens to exercise caution and take prudent security measures, including maintaining a high level of vigilance in personal security and avoiding any demonstrations or crowds.
